Immediate Past President Jocelyn Williams
Jocelyn is a senior lecturer and Head of Communication Studies at Unitec Institute of Technology in Auckland, New Zealand, where she has managed the undergraduate programme and taught a range of undergraduate and postgraduate courses in communication since the mid-1990s. Over that period Joce has also worked closely with colleagues at Massey University’s Department of Communication and Journalism through masters and doctoral study .
Her doctoral research in the mid 2000s took a community informatics approach to Digital Divide issues and policy in New Zealand. The project examined the outcomes of free home internet access for low income city school communities, finding evidence for potential sustainability in community internet schemes amid declining internet use overall. The route to this study began with a number of solo and collaborative Knowledge Gap studies in 1998, 1999 and 2000, together creating an interest in the relative success of technologically determinist tactics favoured in ‘outside in’ or top-down community ICT strategies. More recently Joce worked with a team from Unitec researching public service broadcasting in other OECD countries for the Ministry of Culture and Heritage, and has submitted a critique of the NZ government’s upgraded Digital Strategy released for consultation in 2008.
The first ANZCA conference Joce attended was held at the University of Waikato Management School in Hamilton, New Zealand in 1998. She has attended all but one of the annual gatherings since, finding a spirit of collegiality, challenge and encouragement through the association’s networks and activities. ANZCA provides a rewarding pathway to scholarly achievement for academics at every stage of their career.
